Capsule: The Emperor wanted a better and larger flagship than the
modified Imperial I-C command ships, and when KDY showed him the
plans for the Executor-class, he was pleased. Unfortunately would
it take several years before the first of these could be put into
service, so as an interim measure was the proven Imperial-class
design enlarged to twice its standard size in order to make an
impressive flagship.

The result was the so-called Imperial XL-class which could be built
much faster (and cheaper) than the unproven Executor-class SSD.
Only a handful were built since it was mainly built to bridge the gap
before the Executor-class was ready.

The first of these, the New Order, was commissioned to be the new
personal flagship of the Emperor a few months after the Battle of
Yavin.
