The Envoy was made to ferry important diplomats quickly and efficiently to wherever they needed to go.  It is of excellent use when the journey should be kept secret, so the Rebel Alliance makes good use of these ships.  It is even rumoured the Dunawaar, the manufacturer sold some of these at half price to known Rebel operatives.  However, either this has not been confirmed, or Imperial authorities have chosen to ignore it.
